On my machines, once the 10.10.3 update was installed, I got the popup message as noted above, clicking on continue does open up system prefs/ internet accounts, but as soon as internet accounts tries to open up a google account details. Perhaps Mail is somehow generating bogus complaint that gmail isn't logged in and the system preferences are confused and get stuck, unable to open the login dropdown?
